Save the Children engaged Archie Law to lead the design of a major proposal to Australia’s Department of Foreign Affairs and Trade (DFAT) for a large-scale recovery programme in Iraq. The work required aligning multiple international NGOs and local partners around a shared approach in a highly complex and challenging operating environment. Following successful funding, Archie was appointed to lead the start-up of the programme as Consortium Director.

Objectives.

What was delivered.

Design and facilitation of multi-agency programme development

Designed and led a four-day workshop bringing together CARE International, Humanity and Inclusion, Norwegian Refugee Council, Save the Children, and local organisations to develop a shared programme design and proposal.

Successful mobilisation of major donor funding

Led the development of a proposal that secured AUD 25 million in funding from DFAT for the Building Peaceful Futures Project.

Leadership of programme start-up as Consortium Director

Appointed to lead the establishment phase of the programme, working across partner organisations to operationalise delivery.

Establishment of governance and delivery systems

Worked with the Steering Committee, including four Country Directors, to establish governance structures, risk management frameworks, work planning processes, and technical working groups.

Coordination across complex programme components

Oversaw the establishment of working groups focused on Disability and Gender Inclusion, Security, Supply Chain, and Monitoring, Evaluation, Accountability and Learning (MEAL).

Outcomes.

  • Successful securing of AUD 25 million in DFAT funding
  • Effective establishment of a multi-agency consortium operating in a complex environment
  • Strong governance, risk management, and coordination structures in place
  • Delivery of a large-scale recovery programme reaching over 100,000 people
