United Nations Development Programme in Africa

Archie was appointed as Regional Conflict Prevention and Recovery Advisor (Africa) for the United Nations Development Programme in 2004 and relocated to Johannesburg, South Africa where he served until 2007.

OBJECTIVE

Archie was deployed to the Africa Region to support existing UNDP mine action programmes, initiate new mine action programmes and to work on broader conflict prevention and recovery initiatives.

OUTCOMES

  • Archie started up new mine action programmes in partnership with UNDP Country Offices and Partner Governments in Mauritania, Senegal, and Uganda.
  • Archie provided on the ground guidance and support to mine action programmes in Angola, Burundi, Eritrea, Ethiopia, Guinea Bissau, Mozambique and Southern Sudan.
  • Archie worked closely with the Government of Angola to establish a mine action capacity in the Government. This involved successful negotiations with the Government of Angola and the Government of Japan to develop a plan and secure 5 years of funding for the initiative.
  • Archie was a member of a small UNDP Team that was deployed to Burundi during the early stages of the peace process in January 2005. He worked with the UNDP Country Office in Burundi to adjust their plans to focus on post-conflict recovery and worked with the Government and the UN Peacekeeping Mission to transition activities from the UN to the Government.

Archie also worked with the UN Resident Representative in Mozambique to integrate mine action requirements into the plans of the government and the World Bank in 2005. As Mozambique had a residual land mine problem there was a requirement for ongoing support from the various ministries requiring mine action services to respond to the problem. Archie was responsible for negotiating with senior government officials in key ministries such as Education and Health to ensure that their plans and budgets included mine action requirements.
